The new education legislation amendment
(integrity and other measures) 2025 is a game changer for higher education

or terminate registration of providers who fail to meet standards.

Preventing “phoenixing”
(re-branding or relaunching to dodge fees).

A more strict supervision of
education agents and their fees.

Stricter quality controls before
institutions can recruit international students.
These changes respond to concerns about
student exploitation, poor oversight, and declining trust in parts of the
education system.
The Bill was hailed by government
representatives as an attempt to build trust in the education system. "The
success of Australia is underpinned by a system which values quality, integrity
and the genuine experience for students," Assistant Minister for
International Education, Julian Hill said.
Not everyone agreed. University leaders
and education advocates said the yearlong back-and-forth of legislation was a
waste of money that cost valuable time in launching their new venture.
Universities Australia reacted with frustration, saying international students
had again been turned into “political pawns in the policy debate.”
That sentiment was reflected in various
industry voices, which stressed that institutions and students require
stability — a demand evidenced by the need for predictability to sustain
Australia’s international education reputation.

Now that the Bill has finally been accepted, it’s impact will take a long time

more closely in terms of course delivery, learner support and agent
performance.

formal cap on enrollment, so expect tightened scrutiny of growth and compliance
measures.

Confidence for students: Greater assurance of
quality should give confidence to overseas students, who want an ethical
pathway to a high-quality education.
